Nuclear science and technology have impinged upon global politics and security studies for decades. IDSA has focused on the study of the political and strategic facets of nuclear science and technology since its inception and is known for providing a different perspective on global nuclear issues. The Institute has been at the forefront of shaping the debate on key nuclear issues in India and in the world at large. The Center for Nuclear and Arms Control is dedicated to advance research on strategic nuclear issues. It is engaged in projects that seek to provide answers to relevant policy questions relating to global nuclear disarmament, non-proliferation and anti-proliferation, nuclear energy, global nuclear governance, regional nuclear dynamics, Arms Trade Treaty, the Chemical and Biological Weapons Conventions, among others. Through its outreach activities, the Centre has disseminated its research output in the strategic studies and policy communities.

David Miliband is not Right

British Foreign Secretary, David Miliband, arrived in India on his two-day visit on 13 January, barely a month and a half after the carnage in Mumbai. His visit was controversial for what he said during the visit and it was made worse by his article that appeared in The Guardian on the last day of his visit. It even provoked the normally restrained Ministry of External Affairs to comment that it could do without Miliband’s “unsolicited advice” and that his views were only “evolving”.

An article by the British Foreign Secretary, David Miliband, in The Guardian (January 15) in which he suggested, “resolution of the dispute over Kashmir would help deny extremists in the region one of their main calls to arms, and allow Pakistani authorities to focus more effectively on tackling the threat on their western borders” evoked swift responses in the media, political and foreign policy establishments in Delhi. The Ministry of External Affairs was quick in its response that, ”Mr. Miliband is entitled to his views, which are clearly his own and are evolving”.

Obama and the Special Envoy to Kashmir

The dust might have settled on the US Elections with Barack Obama ensuring a place in history as the first African American President to occupy the White House. The moot question now is whether the dust will begin to fly in South Asia as the new Administration begins to formulate new policies with regard to the region. It is also inevitable that existing policies would also be modified to bring them in synch with the substantially different worldview of the Democratic Party which has reclaimed the White House after eight years.

Iraq beyond the Troop Surge: Fragile Security Gains, Tenuous Political Stability

The military commander most associated with executing President George Bush’s ‘troop surge’ in Iraq, Gen. David H. Petraeus, handed over command of US forces to Lt. Gen. Raymond Odierno on September 16, after completing nearly 18 months of duty at the helm. He had taken over from the then commander Gen. George Casey in early February 2007, at a time when rising American and Iraqi civilian casualties threatened to engulf the whole region with its attendant negative consequences.

The EU on the Georgia-Russia Conflict

The outcome of the deliberations at the September 1 Extraordinary European Council meeting held to discuss the Russian-Georgian conflict was not very dramatic. Gordon Brown penned a scathing article in The Observer and attempted to set a high pitch for the meeting by presenting the conflict as ‘naked aggression’ by Russia and advocating that the EU review ‘root and branch’ its relationship with Russia.

The Unending Iranian Nuclear Crisis

If anybody thought that a change of talk in the Bush administration’s Iran policy would be enough to induce the “isolated” Tehran to give up its intransigence and toe the western line, the July 19 meeting proved him or her wrong. Before the Geneva meeting between Iran’s chief nuclear negotiator Saeed Jalili and European Union foreign policy chief Javier Solana, the US sent feelers to Tehran.

Nuclear Deal and the Future of Indo-US Ties

Now that the IAEA Draft Agreement is on the World Wide Web and the Communists have withdrawn their support to the UPA, it is reasonable to assume that the next few steps will also follow in good time. The alacrity with which the Americans have drafted their letter to the 45 members of the Nuclear Suppliers Group is remarkable and shows that the Bush administration is indeed very keen to see the deal through before its term ends at the end of the year. What we are not so sure of, however, is the future of the UPA and the Congress.

The French Quest for NATO

France has taken over the half-yearly presidency of the European Union (EU) Council from Slovenia on July 1. The change of guard at the helm of the EU is a routine affair. However, the French presidency of the Union seems to point to a new impetus in EU affairs, as it is the first opportunity after Nicolas Sarkozy took the reins at The Élysée Palace. At present European affairs are more or less a rerun of the summer of 2005 when the French and Dutch electorates rejected the EU Constitution. This experience is again being enacted with Irish voters rejecting the Lisbon Treaty in June.

The Proliferation Security Initiative: Five years later, losing its sheen?

On May 27, 2008, participants from 91 countries assembled in Washington to commemorate the fifth anniversary of the Proliferation Security Initiative (PSI) – a controversial counterproliferation initiative launched by President George W. Bush in Krakow, Poland on May 31, 2003, with a view to improve global coordination to intercept shipments of weapons of mass destruction (WMD) and related materials by ‘rogue’ states and terrorist groups.

Changing US Perspective on Terrorism

Every year the United States releases a report on global terrorist activities as required by its domestic law. The latest report is titled Country Reports on Terrorism and includes developments in countries in which acts of terrorism occurred as well as countries that are state sponsors of terrorism. It also provides information on terrorist groups responsible for the death, kidnapping, or injury of Americans. An analysis of these reports over the last few years reveals significant changes in the American perspective on terrorism over the years, especially with reference to Pakistan.

The Intangibles of the India-US Strategic Partnership

With elections looming large in both countries and the Indo-US nuclear deal facing its moment of truth, the inevitable question will arise as to who has gained how much from the Strategic Partnership that was signed with great fanfare in July 2005. This is not withstanding the fact that the failure of the nuclear deal would undoubtedly be a setback for both countries and besmirch the reputations of those leaders who had put their personal prestige on the line. It would also reflect poorly on the political parties and the governments involved in various ways.

EC President Barroso’s Visit to China

José Manuel Barroso, President of the European Commission, led a high-level team of nine European Union (EU) commissioners to Beijing on April 24 and 25, 2008, and met the Chinese leadership. Notable amongst the commissioners who accompanied him were the Commissioner for External Relations, Benita Ferrero-Waldner, and Trade Commissioner Peter Mandelson.

For EU, Trade Will Trump Tibet

The streets of Lhasa have started to become quiet once again. It would be just a matter of weeks if not months before the Forbidden City once again invites tourists to the roof of the world to experience ‘Tibetan culture’, the preservation of which has been one of the central demands of the demonstrators. Tibet would soon show its ‘normalcy’ to the world, with the Olympic Torch passing through it.

Sarkozy’s Visit to India

President Nicolas Sarkozy’s first visit to India on January 25-27, 2008 (along with 300 delegates) provided fresh impetus to the strategic partnership between the two countries. The visit reinforced the interests of both countries in maintaining close and friendly ties and in strengthening a multipolar world order. During his visit, Sarkozy had one-to-one talks with Prime Minister Manmohan Singh, followed by discussions between the two sides on various sectors. The two countries signed several major agreements related to defence, nuclear research, space and healthcare.

America’s Pakistan Policy in Disarray

While the assassination of Benazir Bhutto has worsened the political turmoil in Pakistan, it has also left in disarray the US policy of attempting to nudge this crucial ally towards a democratic and stable future. The United States underwrote the deal between Pervez Musharraf and Benazir Bhutto in the hope that her return to power would lend legitimacy to the former’s increasingly unpopular rule. In Bhutto and her party, the US found moderation and cosmopolitanism – a counterforce to the growing religious extremism in the country.

US Estimate on Iran: Of New Intelligence and New-found Confidence

The latest US National Intelligence Estimate (NIE) on Iran’s nuclear programme, “Iran: Nuclear Intentions and Capabilities” of November 2007 (released on 3 December 2007) notes with “high confidence” that Tehran halted its nuclear weapons programme in the fall of 2003 and with “moderate confidence” that Iran had not restarted its nuclear weapons program as of mid-2007.

Security of Pakistan’s Nuclear Weapons

President Pervez Musharraf’s claim that Pakistan’s nuclear weapons are safe as long as he is in charge has raised widespread speculation about the safety of Islamabad’s nuclear arsenal. Musharraf’s statement comes at a time when Pakistan is going through one of its worst period of domestic instability.
