Group Captain Ajey Lele (Retd.) was a Senior Fellow at the Manohar Parrikar Institute for Defence Studies and Analyses and headed its Centre on Strategic Technologies. He started his professional career as an officer in the Indian Air Force in 1987 and took early retirement from the service to pursue his academic interests. He has a Masters degree in Physics from Pune University, and Masters and MPhil degrees in Defence and Strategic Studies from Madras University. He has done his doctorate from the School of International Studies, Jawaharlal Nehru University (JNU), New Delhi. His specific areas of research include issues related to Weapons of Mass Destruction (WMD), Space Security and Strategic Technologies. He has contributed articles to various national and international journals, websites and newspapers. He has authored ten books and has also been an editor for seven books. He is a recipient of K. Subrahmanyam Award (2013) which is conferred for outstanding contribution in the area of strategic and security studies.
Gp Capt Ajey Lele is on the Editorial Committee of the Journal of Defence Studies.

Russia-Ukraine Conflict amid the “Fog” of WMDs

The way the Ukraine-Russia conflict has progressed during the last month, it appears that any isolated chemical weapons attack killing a few people would not help Russia achieve its military objective. As far as WMD messaging (to the West) is concerned, Russia has already demonstrated its capabilities in hypersonic missiles (with conventional warheads) by launching two such missile attacks on Ukraine, says Gp Capt Lele.

It has been reported that Russia has conducted an anti-satellite test (ASAT) on Nov 15, 2021. The test is known to have generated around 1500 pieces of detectable (trackable) debris in low earth orbit and in addition hundreds of thousands of very small pieces of space debris. The test has come as an unpleasant surprise and has raised much concern about space security, says Gp. Capt. Lele.

India has the third-highest number of billionaires in the world after the US and China. So far, there’s been very limited interest by this community in the business of space. Agencies like ISpA should not restrict themselves to coordinate between existing investors but should also ensure that new investors join the field. If India has to grow big, then they require major industrial houses to enter the business of space who can undertake sustained investments without worrying much about profits for at least the first few years, says Gp. Capt. Lele.
