Arvind Gupta

Dr Arvind Gupta was Director General of the Institute for Defence Studies and Analyses (IDSA) from January 05, 2012 to August 07, 2014.
He holds a PhD in International Relations from the Jawaharlal Nehru University, New Delhi and an MSc in Physics from Delhi University. He was a Visiting Member at the Tata Institute for Fundamental Research (1974-76) and served at the Oil & Natural Gas Commission (1976) and the State Bank of India (1976-79) before joining the Indian Foreign Service in 1979.
After working in the Ministry of External Affairs in different capacities and in diplomatic missions in Moscow, London and Ankara, Dr Gupta retired from the Indian Foreign Service in 2013.
Prior to joining IDSA, he was Joint Secretary at the National Security Council Secretariat (NSCS) from 1999 to 2007. During his tenure at the NSCS, he dealt with a wide range of international and national security issues and participated in various working groups and task forces set up by the NSC. He also worked with the Kargil Review Committee.
At IDSA, before becoming the Director General, Dr Gupta held the Lal Bahadur Shastri Chair (LBSC) for Strategic Studies from 2008 to 2011. He also headed South Asia and Internal Security Centres and edited the Institute’s flagship bi-monthly journal Strategic Analysis. He has represented IDSA at several bilateral dialogues as well as international conferences. He lectures frequently at apex national training institutions and writes in the media on foreign affairs & international security issues.
His areas of interest include international security issues, India’s foreign policy, energy security, climate change, and technology & internal security issues.
Dr Gupta has three books, several edited books and a number of academic publications to his credit. He has been a member of several task forces on issues such as space security, climate change, cyber security, nuclear disarmament, etc.

Beyond Strategies: Cultural Dynamics in Asian Connections, by Priya Singh, Suchandana Chatterjee, Anita Sengupta and Arpita Basu Roy

Cultural dynamics play an important role in shaping foreign and security policies of nations. This book, a collection of 15 essays, research articles and notes presented at a seminar by Indian and foreign scholars, explores the variety of cultural connections that have operated in the Asian geo-strategic landscape for centuries. The key point made in the book is that the influence of cultural connections on hard core policy formulation often goes unappreciated and needs to be studied systematically for a better and nuanced understanding of strategies.

Indo-Pak relations: Fresh dawn or false start?

Invitation to the SAARC leader to attend Prime Minister-elect’s swearing in ceremony has electrified diplomatic atmosphere in South Asia. In this context Pakistani Prime Minister Nawaz Sharif’s visit and his scheduled meeting with the Indian Prime Minister has generated a lot of interest. Given the strong mandate, Mr. Modi is in a strong position to put his stamp on the further evolution of Indo-Pakistan relations right from the beginning of his tenure.

Nuclear Security Summit: An Assessment

In the years to come, a lot more activity on nuclear security can be expected and much of it will arise from the commitment taken by states at the three nuclear security summits and the voluntary pledges undertaken by different countries. A good deal of pressure from civil society and think tanks on nuclear security issues can be expected.

Crimean crisis: A New Phase of Cold War?

Putin seems to have concluded that Russia must draw the line at Ukraine. The EU bid to sign trade agreement with Ukraine in December drew Russia’s ire and now Russia has moved to make Crimea its part thus changing the borders in Europe once again and deepening the distrust between Russia and the West at a time when serious issues like Syria, Iran and Afghanistan are yet to be resolved.

Nuclear Security, the Summit Process and India

India has been dealing with terrorism for several decades, and is therefore constructively involved in all genuine exercises for countering the menace. As terror groups are expected to use weapons of mass destruction (WMDs), India fully supports the legal and other operational measures and mechanisms adopted by multilateral and international organisations to mitigate the risk of WMD terrorism. A resolution has been steered in the United Nations General Assembly to gain international support for fighting WMD terrorism.

India and Maldives: Ties Must Be Consolidated

President Yameen decision to visit India soon after his election in November 2013, is an indication that he wants to put India-Maldives relations on a positive track which had received a setback since President Nasheed was deposed in 2011. A notable feature of the visit was a joint declaration recognising India-Maldivian cooperation not only in the context of South Asia but also in the context of the Indian Ocean.

Chinese ADIZ in East China Sea: Posers for India

China has created a furor by announcing the creation of an Air Defence identification Zone (ADIZ) over the Senkakau/Diayou islands in East China Sea. There is now little doubt that China is displaying a muscular foreign policy and most countries in Asia would be wary of a hard response because of the growing dependence of their economies on China.

India-Japan Relations: New Opportunities

The Emperor of Japan and his wife are visiting India. 60-years ago they had laid the foundation stone of India International Centre. The visit will further strengthen India-Japan strategic partnership in the backdrop of major global and regional geopolitical shifts, particularly the rise of China; the US policy of ‘rebalancing’ and “pivot to Asia;” and maritime security challenges in the Indian and Pacific Oceans

R.I.P. Air Commodore Jasjit Singh AVSM, VrC, VM, IAF (Retd) (1934–2013)

Air Commodore Jasjit Singh, AVSM, VrC, VM, IAF (Retd), aged 79, passed away on August 4 2013 after a brief illness. Indian Prime Minister Manmohan Singh, in his condolence message, described Jasjit Singh as ‘an inspirational military leader, a brilliant strategic thinker and a prolific author on military affairs’. Tributes poured in from all corners of India and abroad. Having inspired a large number of young researchers, military personnel, diplomats and academics in strategic thinking, Jasjit Singh had a large following.
